All rental homes with tenants that received an Income Related Rent Subsidy must meet minimum insulation requirements.

As of 1st July 2016, it is now compulsory for all rental homes to have insulation that is in good condition in both the ceiling and under floors. It must comply with the regulations and be safely installed as per NZS 4246. Landlords who fail to comply with these regulations will be liable for fines of up to $4,000.

For any new Rental Agreements, Landlords must now declare the extent and condition of the insulation in the property, otherwise they may be fined. There has already been one prosecution for failure to declare, so it’s best to get a professional to check and provide a report for you now, to avoid delays if you need to re-let. Due to the number of homes that will need to be insulated, it is best to act early and avoid potential lengthy delays.

CEILING INSULATION

In July 2016, the New Zealand Government implemented amendments to the Residential Tenancies Act which affect all rental properties. All landlords must install or upgrade the ceiling insulation in rental properties to meet or exceed the set levels. Ceiling insulation will contribute to a warmer healthier environment and can be installed as a DIY project.

What insulation do I need to comply?

Insulation levels can vary depending on the zone that your property is located. To see which ceiling product will be suitable for your property, check the tables below.

Underfloor Insulation

Rental properties with crawl space access to the under floors require installation of adequate insulation.

Changes to the Rental Tenancy Act introduced in July 2016 state that all rental properties with crawl space access to the under floors require installation of adequate insulation. Research has found that underfloor insulation without a wind-wash barrier can lose up to 25 per cent* of its thermal performance on blustery days. We recommend you look for insulation with a wind-wash barrier to ensure the insulation’s thermal performance will not be affected.

What insulation do I need to comply?

Insulation levels can vary depending on the zone that your property is located. It is also important to ensure that the underfloor insulation you use is NZS 4246 compliant, which means using a product that has been designed to perform in under floors without a fully enclosed perimeter.
